California Prison Food System

I was very interested in the amount of money and the types of products the State of California purchases for the Prison Food System. There is a downloadable spread sheet at the link below.
This spread sheet covers all of the Departments for the Period of January 1, 2010 to June 02, 2010
I removed all departments other that the prisons, then I removed all items that were not food.
In this 5 month and 2 day period, the State of California has purchased over $57 Million Dollars of food for the Prison System. What is more astonishing is the types of food being purchased.
Why are prisoners being served Prime Rib & Tiger Shrimp ?
Why is the prisoners being served cake, brownies, & pie ?
Why is the prison purchasing frozen pizza, frozen pancakes, potato skins ?
It seems to me that the prisons have unlimited labor. Why are the prisoners not growing fruit and vegetables and cooking from scratch.
We the tax payers should NOT be paying for precut coleslaw and precut salad.
I as a taxpayer what to know why the prison system is purchasing;
